Emulsifier in shaving soap.

Cetyl alcohol (or any other fatty alcohol) is not an emulsifier (a common misconception), it is a skin conditioner, it is mainly used in soaps to replace castor oil, because it gives the same mildness of castor oil with the added benefit of making the bar harder and the foam smoother and more stable.
Polawax is a mixture of nonionic surfactants, it may add some mildness to your shaving soap.
I am not sure if I understood your question correctly, but you can add whatever compounds you deem fit to make your final product conform to the required specs.
I think that what you are trying to do is either a syndet bar (completely synthetic detergents) or a combo bar (a mixture of soap and synthetic detergents).
