Hello! I am new to soap making and have a lot of fresh basil and lavender. Sounds like the saponification with lye will take away the properties of the lavender. I’d really like to utilize the cold process method. Does it make sense to make basic cp soap then hand mill it and add the herbs at that time? Will this preserve the properties of the herbs? I can dry the lavender and herbs ahead of time if necessary. Thank you for any suggestions!

Even after complete saponification, handmade soap has a high pH that will alter the qualities of many plants. Also, soap is a wash-off product that isn't on the skin very long.
Instead of soap, consider infusing the oils with these herbs, and then use the infused oils to make lotions.
